    Seguridad y salud en el trabajo: eje fundamental de los entornos laborales en Colombia

    La Seguridad y Salud en el Trabajo tiene como objetivo la prevención de las lesiones y enfermedades generadas por causa o con ocasión del trabajo; la protección y promoción de la salud mediante la adopción de hábitos laborales seguros. Es decir, que esta debe velar por el bienestar integral de los trabajadores. Debido a que continuamente ocurren accidentes laborales, según informe de la Organización Internacional del Trabajo (OIT), publicado en abril de 2019, cada día mueren personas a causa de accidentes laborales o enfermedades relacionadas con el trabajo – más de 2,78 millones de muertes por año. Además, anualmente ocurren unos 374 millones de lesiones relacionadas con el trabajo no mortales, que resultan en más de 4 días de absentismo laboral. Lo anteriormente dicho causa gran preocupación, puesto que en las altas cifras de accidentalidad se manifiesta que se debe mejorar la Seguridad y Salud en el Trabajo en los entornos laborales del mundo. Por consiguiente se realiza una monografía sobre el tema de Seguridad y Salud en el Trabajo donde se analizan los contenidos que han sido expuestos por otros autores en torno al tema de la seguridad y salud en el trabajo, para tal fin se acudió a los buscadores digitales, como: Google, Ask y Microsoft Academic. Además de libros, revistas, tesis, diccionarios, enciclopedias, artículos de periódico y revistas especializadas en este tema. Dicha información encontrada se estudió mediante un proceso de lectura comprensiva y analítica. El objetivo general de esta monografía es el de analizar la seguridad y salud en el trabajo mediante la recopilación de información clara, veraz y completa para exponer la importancia que tiene esta en los entornos laborales en Colombia. Se concluye que a pesar de haber una serie de leyes, decretos y resoluciones que tratan acerca de la seguridad y salud en el trabajo, las cuales deben ser aplicadas obligatoriamente en todas las empresas públicas y privadas cuyo principal objetivo es prevenir los accidentes y enfermedades laborales, estos siguen ocurriendo. Los directivos creen que la causa es la mediana implementación es el poco compromiso de los jefes de área y los escasos recursos económicos. La gestión de los riesgos obedece en su mayoría al cumplimiento legal para evitar sanciones y documentación de los procesos; es poca la implementación de controles efectivos que reduzcan la fuente de los accidentes laborales del personal.

    Una revisión sobre el impacto ocasionado por el COVID-19 en la economía mundial

    El COVID-19 ha generado dificultades en diversos escenarios incluyendo el sector económico, cuya crisis ha sido evidente a partir del aislamiento social, el confinamiento como medida de protección por los gobiernos y la desigualdad entre distintos miembros de la población. El objetivo de la investigación fue analizar el impacto ocasionado por el COVID-19 en la economía mundial. La metodología de estudio fue de tipo reflexivo, a través de una revisión bibliografía en bases de datos y estudios científicos sobre las variables objeto de estudio. Como resultado, se constató que el impacto ocasionado por el COVID-19 para la economía mundial fueron la caída en los precios del petróleo, las materias primas, desempleo, debilitamiento en las diversas monedas, aumento de la deuda pública y recesión en el mundo. Se concluyó que a pesar de la afectación del sector económico por la pandemia se recomienda implementar esfuerzos encaminados a afrontar los nuevos desafíos que trae la globalización y una adaptación al modelo económico mundial.

    Establecimiento del procedimiento sancionatorio administrativo de la Secretaria de Salud Municipal de Montería – Córdoba 2022

    El lugar en donde se dio desarrollo a las prácticas empresariales fue la Secretaria de Salud y Seguridad Social del Municipio de Montería-Córdoba, en el segundo semestre de 2021, y el primer semestre de 2022; las actividades que se ejecutaron al interior de la Secretaria de Salud, fue en apoyo al área jurídica, dichas actividades se enfocaron, en el proceso de contratación y apoyo jurídico en asuntos relacionados con Inspección, vigilancia y control, de acuerdo, a la Ley 9 de 1979, Ley 715 de 2001, Sistema General de Seguridad Social en Salud, según los términos de la Ley 100 de 1993 y las demás normas concordantes. Mediante herramientas como lo es la matriz de criterio de priorización y matriz DOFA, se pudieron identificar, posibles mejoras, para el desarrollo de las actividades. Dichas herramientas permitieron conocer la situación en la que se encontraba el ente territorial en ese momento, en dicho análisis se pudo evidenciar de manera más contundente la situación de la secretaria de Salud y Seguridad Social del Municipio de Montería, dentro de las posibles mejoras uno de las necesidades más destacada, era la falta de documentación de procesos, lo cual; dicha necesidad fue confirmada por la auditoria que presento el Instituto Nacional de Vigilancia de Medicamentos Y Alimentos (INVIMA) a el área de Seguridad Ambiental del ente territorial, en donde, uno de los requerimientos fue el establecimiento de un procedimiento sancionatorio administrativo propio de la Secretaria de Salud, contra empresas que pongan en riesgo la salud pública del municipio. Identificada las posibles mejoras, y teniendo en órbita las recomendaciones hechas por el INVIMA, en conjunto con el referente del área jurídica en convenio con el referente del área de alimentos. Se estableció la necesidad priorizada de instaurar el proceso sancionatorio. Los referentes y el director de prácticas, aprobaron la ejecución del proceso sancionador como producto de prácticas empresariales, esto con el fin de mejorar el proceso de inspección, vigilancia y control (IVC) del área de Seguridad Ambiental, garantizando así el bienestar de la población Monteriana.

    Autoestima en estudiantes del programa de enfermería de una institución de educación superior en tiempos de pandemia por la covid-19.

    Objective. Assessing self-esteem in nursing students of a HEI in Monteria in times of pandemic COVID-19, in the light of Rosemberg's Self-Esteem Theory. Methodology. Cross-sectional quantitative descriptive study. A sample of 130 nursing students from a higher education institution in Monteria was taken from the total population 365. Rosemberg's self-esteem scale was applied through the form in the Google Forms application with 4 sections: Informed consent, personal characteristics questionnaire, Rosemberg self-esteem scale and gratitude. Results. Out of 130 participating students, the average age was 21 years. The self-esteem assessment is dominated by the high category with 39.2%. The dimension of selfconfidence or personal satisfaction (positive self-esteem) corresponds to 15.41, and self-contempt or personal devaluation (negative self-esteem) to 13.07. Pearson's Chi-square statistic revealed relationships between "perception of mental health" and self-esteem, with a p-value of "0.000". Conclusion. The assessment of the Rosemberg self-esteem scale evidences the presence of difficulties in some of its dimensions, with the perception of the pandemic as a fundamental stressor.

    Comparativo del estado del arte de la seguridad y salud en el trabajo de Colombia con el contexto internacional

    Safety and Health at Work is the discipline in charge of the prevention of accidents and diseases caused by working conditions, their promotion, protection and maintenance of the physical, mental and social well-being of workers and their families, in order to minimize or eliminate risk factors and conditions that endanger safety and health at work. (DECREE 1443, 2014) With the issuance of Law 1562 of 2012, the system of occupational hazards in Colombia was modified, the concept of occupational health was changed for safety and health at work to be in tune with the denomination in the international context, later regulatory standards were issued that established the obligation to design and implement an occupational health and safety management system in companies, which is a process based on continuous improvement with the aim of anticipating, recognizing, evaluating and controlling the risks that may affect the occupational health and safety. The research is of a documentary type and its general objective was to carry out a comparative analysis of occupational safety and health in Colombia with the international context, obtaining the results that are presented in this monograph, namely: In relation to international laws, Colombia is at an intermediate level, its management system allows it to comply with the requirement of safe work, although it is a little behind other countries such as the United States, which its internationally known OSHA law has allowed Colombia regulate aspects related to work in confined spaces or like Spain, with its laws on its centralization, disclosure and control or with British standards, which gave rise to the Occupational Health and Safety Management System. 13 Compared to other countries such as Uruguay, which is a Latin American country like Colombia, its regulation, implementation and monitoring of policies are more backward and less decentralized, its regulations are outdated and its policies do not cover the real needs of the country.

    The health sector is one of the most important sectors in Colombia, so implementing technological innovation alternatives guarantees its strengthening in the market. In this way, this monograph has as its main objective to present the strategies in terms of technological innovation implemented in the IPS of the health sector in Colombia, which contribute to the growth and strengthening of these companies. Through an exhaustive review of the literature, great technological advances were found not only in the biotechnological and pharmacological field, but also in advances in the diagnosis and treatment of diseases, improvements in the organization and provision of the medical health service, new information systems, among other technological innovations that provide the IPS with the opportunity to guarantee improvements in the provision of health services to their patients.

    Análisis del alcance en la implementación del Sistema de Información de Salud en Colombia

    El sistema de información en salud es una buena herramienta que le permite a las empresas tener organizada la información necesaria y así poder tomar las mejores decisiones que llevaran a las compañías del sector salud a mejorar la calidad de sus servicios, pero para esto, se necesita que la información recolectada sea concreta. El sistema de información en salud representa para las empresas una transformación en cada proceso con los que cuenta la organización, agilizando su gestión documental. Además, permite que la información llegue rápido y que sea la necesaria. La necesidad de hacer esta revisión se presenta con el fin de analizar, qué tan importante es este sistema y que tan efectivo es cada información que se recolecta, pero sobre todo por la importancia de tener un sistema de información. Con esta monografía se busca analizar el alcance de la implementación del sistema de información en salud en Colombia, para mejorar la calidad y accesibilidad a la información por parte de las empresas de la salud y los pacientes que forman parte de ella. El método utilizado fue el analítico descriptivo, para esto se acceso a bases de datos como: lo fueron SciencDirect, Scielo, Google Académico, Scopus y ProQuest. La cantidad de documentos que fueron consultados fueron veintiocho en total. Resultados: en el alcance de la implementación del sistema de información en salud en Colombia se evidencian resultados positivos en el uso de la información, aunque existen problemas en su acceso, los cuales se pueden mejorar. En los aspectos para mejorar esta la capacitación del personal, más apoyo por parte de la gerencia, canales de comunicación, aspectos técnicos y tecnológicos. Conclusión: las empresas de salud y su personal son cada vez más conscientes que se debe mejorar y acoger a la implementación del sistema de información en salud los cuales son importantes para alcanzar la calidad en los servicios.

    Health promotion as a strategy to generate healthy work environments has undoubtedly been a point in favor of the companies that practice it. To achieve this, they direct their activities to contribute to the care of the worker, that is in a more comprehensive way, that involves all the factors that are determining and fundamental in optimizing both the health and safety conditions in the workplace, as in the continuous improvement of the fulfillment of the objectives and goals set, involving the workers, managers and the organization as a whole. Health Promotion consists of providing people with the necessary means to improve their health and exercise greater control over it, understanding health as a source of wealth in daily life, as a positive concept that emphasizes social resources and personal as well as physical aptitudes. Its action is aimed at reducing the differences in the current state of health and ensuring equal opportunities. The objective of this research is to determine the importance of health promotion as a strategy that generates healthy work environments in organizations and / or health-providing institutions, which allow managers and administrators guidance that positively favors the living conditions of the workers. To this end, the research question is the following: How, through health promotion, can a healthy work environment be generated for the workers of a health provider company or institution? Recognition of the value of this activity is increasing, due to the effectiveness and cost effectiveness with which it reduces the burden of disease and mitigates the social and economic impact of diseases. There is a broad consensus regarding the relationship between health promotion, health, and human and economic development. The question of this research is answered through the bibliographic review that constitutes a fundamental stage of any research project and must guarantee the obtaining of the most relevant information in the field of study, from a universe of documents that can be very extensive. In other words, the documentary search of 11 the already existing information on the topic chosen for this work, the analysis of the main ideas, conceptualizations and other works documented by the different health organizations and the WHO on this topic also plays a very important role. over time globally and nationally. The search strategies that were used, the organization and analysis of the information, made it possible to know how important health promotion is as a strategy that generates healthy work environments in companies or institutions that provide health, in Colombia according to the Ministry of Health This process provides populations with the necessary means to improve health and exercise greater control over it, through the intervention of the determinants of health and the reduction of inequity. This is carried out mainly through the following fields: formulation of public policy, creation of favorable environments for health, strengthening of community action and participation, development of healthy personal attitudes and the reorientation of health services; due to its characteristics, health promotion supposes a solid intersectoral action that makes possible the social mobilization required for the transformation of health conditions. In this way, it is also possible to identify the improvement in terms of worker participation regarding aspects such as strengthening the socialization of the programs and the acquisition of a model that allows them to improve both the management of their programs and the need to guide actions according to the sociodemographic characteristics of its workers. Bearing this in mind, all that has been previously discussed, it is recommended that companies or health provider organizations implement health promotion as a strategy that does work, as it has a great impact on the quality of life of workers, such as also in the proper execution of the work processes in said companies; At the moment, a labor globalization is being evidenced which has introduced new 12 technologies with a forceful impact on health, safety and work organization, since with all this new tasks have been created or formed which produce changes in relationships labor, in the organization of work and therefore, in the same working conditions. Working conditions can be defined as a set of factors that determines the situation in which the worker performs his tasks, and among which are included the hours of the organization of the work content, as well as social welfare services. In the same way, workers in turn must comply with safety procedures, protect their health and that of their colleagues and notify health and safety managers of the existence of an imminent danger that may cause any risk in the environment. In the same way, they must also participate in the definition of company policies and in the development and implementation of preventive programs within it.     Auditoría de cuentas médicas como eje fundamental para el proceso de facturación en salud

    The medical accounts audit process improves the billing process through the performance of technical, evaluative and preventive procedures, basing its activities on the components of structure, process and result, constituting within the process, the clinical record or the medical history the cornerstone. In addition, its responsibility to issue corrective measures or continuous improvements aimed at quality of care is established, all in order that the entity responsible for payment does not find any flaw when performing the external audit of the account and thus carry out the respective payment of care. Thus, the audit is conceived as the expert analysis and systematic evaluation of the billing of the health services provided by the IPS, carried out by the Medical Auditors with the fundamental objective of identifying and solving deviations in the billing process and the relationship between The different actors in the health system have as their starting point the agreements established between the Benefit Plan Management Entities (EAPB) and the IPS. The audit of medical accounts observes the need for EPS and IPS to integrate the health care process with the invoices that demonstrate their collection. This activity manages to interrelate the validation of: the provision of services, application of the scientific knowledge of professionals, the use of diagnostic and therapeutic aids and the real costs of the services billed, among others.     Análisis de la facturación electrónica en el área de salud en Latinoamérica

    The present research has the general objective of identifying what has been the scope of the implementation of electronic invoicing in some Latin American countries, considering that ICTs in health are part of the trend of cultural change and new forms of organization, novel modalities of learning and information and different social ties, which can provide solutions to certain populations. In order to control tax evasion and improve tax management, governments have implemented electronic invoicing as a fair and necessary measure. Hence, to comply with it, the information is accurate and the invoice corresponds exactly to what is going to be paid. In Latin American countries, especially in Colombia, this evasion phenomenon is very critical, which affects higher collection. The implementation and use of the electronic invoice implies an increase in efficiency, cost savings and faster payments. Electronic invoicing in health represents a transformation in the internal processes of companies, streamlining and optimizing their document management. In addition, it allows to supervise and verify that the administrative processes are fiscally coherent with the service (s) that health companies provide according to the country's regulations. This research seeks to characterize the current state of electronic invoicing in Colombia and Latin America and validate the aspects of information in the health sector from the interpretive paradigm, observation and analytical method. The implementation of a system of electronic invoicing in the area of health of a generalized nature has important advantages for taxpayers, both in terms of decreasing the cost of compliance, as well as the possibility of improving its efficiency by reducing operating costs and automation possibilities. The lower costs for taxpayers who are major invoice issuers are given by such things as paper savings, physical storage space for documents for the time required by the standard; and savings related to the physical sending of documents to customers. Based on a literature search on tax evasion in Latin America and the implementation of the ehealth billing model, a description of the aspects relevant to the implementation of the e-health billing model is prepared; which helped to conclude how the 10 implementation of the electronic invoicing model in Colombia is a fact, despite the fact that the regulations of the Ministry of Health and Social Protection (Minsalud) and the National Customs and Taxes Directorate (DIAN) are not yet harmonized. That is why it is important to define together an electronic billing model that really enables them to achieve their evasion control objectives. With the electronic invoice, the health service provider can identify errors and mitigate mishaps, making their process lighter, safer and more efficient; therefore it is necessary to identify the scope of the electronic invoicing process to companies in the health sector. Thus, a bibliographic search was conducted for electronic billing models in health that helped define the Colombian model, despite the lack of unification of regulations of the Ministry of Health and Social Protection (Minsalud) and the Directorate of National Taxes and Customs (DIAN). In this way, the present monograph will answer the question, what has been the scope of the implementation of the electronic invoice in some Latin American countries? On the other hand, in Latin America, Successful national implementations of electronic invoicing systems exist in countries such as Argentina, Chile, Mexico, Peru, Ecuador, Brazil and Uruguay. However, each tax administration implemented its electronic invoicing in a different way (with different characteristics, procedures and rules), adapting it to the particularities of its country. Hence, one of the most sensitive issues in the health sector is precisely the complexity of the billing system for the collection of services and technologies, where the actors have their own laws and additional decrees, the entities (EPS, IPS or health service providers) have internal protocols and the medical auditor also has his own perspective, resulting in an arduous process, generate an electronic billing system that unifies the requirements of each part that conforms it. It is therefore necessary to clarify that there are no studies in the literature that describe in a specific way how the impact of e-invoicing is on the health sector in Latin American countries and because of the differences between the structural countries related to their tax system, it is not possible to make a comparison of the effects of electronic invoicing between different countries, but rather at the level of entities in the same 11 country. However, the common point lies in the saving of 80% of expenses in the issuance and management of invoices. Depending on the type of care, you can make more or less bills and support care. So, the only way for the health sector to have the same impact on cost reduction as in other sectors in implementing the ebilling model, would be to manage the support of care within the health institutions and send them to the companies responsible for electronic payment, that is, the institutions must have an electronic medical history, standardized by Law 1438 (2011) and repealed by the Statutory Health Act 1751(2015). In other words, there are no legal incentives for hospitals to implement electronic medical records, so the expected savings from the electronic billing model would be scarce. Similarly, implementing the electronic invoice will benefit the main stakeholders involved, customer-supplier, as they will have a significant reduction in paper consumption reducing the environmental impact, will also reduce the costs of purchasing and maintaining printing equipment, inks and communication networks to achieve the production of these documents.

    La Organización Mundial de la Salud/Organización Panamericana de Salud (OMS/OPS) se ha centrado en crear programas de inversión presupuestal que cubran las necesidades de mejora equivalentes a las enfermedades transmisibles por zoonosis, con el fin de prevenir y controlar la propagación de estas y que generan un problema sanitario de alto nivel. Los países miembros de la organización para la Cooperación y el Desarrollo Económico (OCDE) han hecho aportes porcentuales para el desarrollo de estos programas. Las políticas de salud en Latinoamérica se han visto interesadas en el desarrollo de estos programas de inversión y han concluido que financiar en salud no es un gasto sino una inversión que permite la prevención de enfermedades y la promoción de la salud. Latinoamérica por ser una región con mayor diversidad de clima tropical es propicio para el desarrollo de animales que pueden transmitir enfermedades a los humanos que en su defecto se pueden convertir en enfermedades de alto riesgo para la salud de las personas. Financiar la salud es obligación de los gobernantes de cada país, el prevenir el desarrollo de zoonosis ayuda a mantener un equilibrio social y económico, es necesario identificar y detallar los programas de inversión asociados a enfermedades zoonóticas para determinar cómo está la situación en los países en cuanto a plan estratégico y presupuestos para el manejo de enfermedades que pongan en riesgo la salud individual y social en cada región de Latinoamérica. Es por ello que se considera importante identificar y describir los programas de inversión presupuestal asociados a la transmisión de enfermedades zoonóticas para el mejoramiento y cambio de la salud pública de la crisis sanitaria Latinoamérica.

    Descripción de los ajustes a la normatividad que regulan las enfermedades catastróficas y de alto costo en Colombia

    Health care is one of the conditions that every human being, regardless of race, nationality, or social position seeks to obtain, however, in such care a particular situation is observed, such as services to patients with high-cost diseases. Through this monograph, a descriptive analysis and review of documents referring to catastrophic and high-cost diseases or pathologies that imply a greater expense for the general health system and for the person suffering from it is carried out. A bibliographic search and consultations were made to obtain publications and other important documents, using the following tools and sources, scielo.org.co; Academic google; University of Córdoba database (eLibro.net, vlex, proquest). For this work, it was taken into account that the state of health is the factor that most implies the variations in it, above other variables such as age, sex and socioeconomic conditions, the different normative documents related to pathologies or diseases will be sought high cost. The bibliographic search focused on obtaining material that helped to identify how the most representative high-cost diseases are documented in terms of regulations (Laws, Decrees, Resolutions). It is worth mentioning that, despite the fact that each disease has regulations that guarantee comprehensive care, it is observed that the lack of clarity limits patients to accessing the treatments at the indicated times, leading some patients to wait for treatment for several months inclusive; This situation leads one to wonder what the standard says in this regard and how it should be done to put it into operation. With this analysis, it was intended to know what was established through the Social Security System in Health on concepts of catastrophic diseases or high cost, as well as the behavior of the regulations in the most relevant high-cost diseases. On the other hand, the aim was to describe the regulations that regulate the care of patients with catastrophic or high-cost illnesses in Colombia. From every conception, there are still many things that it considers in relation to standardizing services and technologies in the care of high-cost diseases, especially making it more affordable to people who suffer from it, this is especially true in: user to the IPS, delivery with opportunity of medicine or 8 supplies necessary to cope with their health condition, generation of authorizations for consultations or surgical procedures with the appropriate opportunity and relevance. On the other hand, it is evident, the frequent adjustment that the state through the Ministry of Health and Social Protection has made to the regulations of high cost and catastrophic diseases, showing among some aspects the following: Resolutions that indicate the entry of services, procedures and pathologies to the list of high cost diseases. The creation of a high-cost account in order to ensure the resources that are destined to the care of patients who have this pathology or are qualified by them. Support institutions that are dedicated to the care of patients with high-cost pathologies.

    Clima organizacional factor de éxito en las instituciones de salud

    El abordaje del clima organizacional es y siempre será un factor predictor del éxito en las empresas, al considerar para su análisis las características propias de un ambiente de trabajo con todos los factores que inciden en este, como el recurso humano, ambiente físico y relaciones interpersonales entre otros además de la satisfacción y motivación de los colaboradores las cuales están íntimamente relacionadas con el clima organizacional y son variables a tener en cuenta en la adopción de la cultura organizacional. Por otra parte, el papel de la alta gerencia es fundamental para el monitoreo y seguimiento del clima laboral, en la identificación de líderes de proceso y en el empoderamiento de estos en el diseño de estrategias que apunten a la construcción de un adecuado entorno laboral, entendiendo que estas mejoras se reflejan en el rendimiento laboral y por consiguiente en la productividad empresarial.

    Las nuevas rutas de atención integral en salud en Colombia

    Las Rutas de Atención Integral en Salud [RIAS] según la Resolución 3280 (2018) del Ministerio de Salud y la Protección Social, son el conjunto de acciones coordinadas, complementarias y efectivas que garantizan el derecho a la salud, estas son expresadas en políticas, planes, programas, proyectos, estrategias y servicios, que se materializan en atenciones dirigidas a las personas, familias y comunidades para la promoción de la salud y prevención de la enfermedad. De acuerdo a la Resolución, mediante la implementación de las rutas se generan herramientas que aporten en la gestión de los diferentes actores que forman parte del Sistema de salud colombiano de manera integral, faciliten los tratamientos y permita el goce efectivo del derecho a la salud de la población, este derecho se ve vulnerado muchas veces, evidenciándose en las quejas frecuentes de los usuarios. Por la importancia del tema se realiza la siguiente monografía de tipo documental en la que se analizaron diferentes artículos, revistas, libros y marcos normativos publicados por diferentes autores y organismos en salud
