The following document consists of the approach to the problem presented in the municipality of Santa Cruz de Lorica, in the Kennedy neighborhood, regarding its drainage channel. In order to analyze the legal problems of this micro-watershed, which was channeled with the purpose of improving the situation in which it was found, however, materially, serious effects on its stability and environmental quality were constituted, mentioning effects on the quality of life of the inhabitants. For this reason, this document does not seek to establish technical guidelines for the construction or development of this channel, but to make a brief review of the rules that regulate this type of channel, also reviewing the role that the entities in charge of ensuring for the maintenance of this sector. In essence, to determine whether or not to comply with the provisions of the regulations regarding the relevant drainage channels and the municipal Land Management Plan, to identify which elements are fulfilled in the panorama of this studied area. That is why, for its realization, it was necessary to conceptually review the meaning and scope of the environmental liabilities that are related to this problem, for this, primary sources such as technical reports, official documents, laws, photographs and so on, were reviewed. the establishment of communication channels with the entities, the Mayor's Office, the company that provides basic sanitation.
