dc.description.abstractThe Social Enterprise of State Medical (SES) Center of Attention of Urgencies (MCAU) Iris López Duran of the Municipality of San Antero was categorized as high risk by the Ministry of Health and Social Protection for the 2019 term through Resolution 1342 of May 29, 2019. Such categorization requires this health institution in the short term, adopt a fiscal and financial consolidation program, which provides the methodology and tools necessary to clean up and achieve financial balance using the logical framework methodology. In this sense, the design of a proposal for the elaboration of a fiscal and financial sanitation program for the period 2020-2024; it aims to support some strategic development objectives, starting from a comprehensive diagnosis to establish the possible causes that categorized SES as high risk, analyze different strategies to correct errors, reorganize, qualify its actors and strengthen it establishing the pertinent methodology for the preparation of the fiscal and financial consolidation program. As a result of this proposal, it is expected that through the adoption of the Fiscal and Financial Sanitation Program valid 2020 -2024, will balance the accounts receivable and the accounts payable in the budget, to generate financial sustainability.eng

dc.description.resumenLa ESE CAMU Iris López Duran del municipio de San Antero fue categorizada en riesgo alto por parte del Ministerio de Salud y Protección Social para la vigencia 2019 mediante resolución 1342 de mayo 29 de 2019. Dicha categorización obliga en corto plazo a esta institución de salud, adoptar un programa de saneamiento fiscal y financiero, que brinde la metodología y herramientas necesarias para sanear y lograr un equilibrio financiero utilizando la metodología de marco lógico. En este sentido, el diseño de una propuesta para la elaboración de un programa de saneamiento fiscal y financiero para la vigencia 2020-2024; pretende, apoyar algunos objetivos estratégicos de desarrollo, partiendo de un diagnóstico integral para establecer las posibles causas que categorizaron en riesgo alto a la E.S.E, analizar las diferentes estrategias para corregir errores, reorganizar, cualificar sus actores y fortalecerla institucionalmente estableciendo la metodología pertinente para la elaboración del programa de saneamiento fiscal y financiero. Como resultado de esta propuesta, se espera que a través de la adopción de Programa de Saneamiento Fiscal y Financiero vigencia 2020 -2024 se logre equilibrar las cuentas por cobrar y las cuentas por pagar en el presupuesto, para generar la sostenibilidad financiera.spa
