In this monographic work, the obligation of the municipal administration of Montería to design, implement and execute public policies is explored and analyzed, bearing in mind the differential approach towards Afro-Colombian communities residing in the municipality, as a mechanism to guarantee, protect and safeguards the rights of these communities. It starts by establishing concepts of importance for the development of the work, such as that of public policy and differential approach, then some normative foundations are established at the international and national level, as well as judicial decisions that determine the recognition as subjects of special protection to the communities ethnic groups, including those that concern us at work such as Afro-Colombians. Finally, the percentage of the black, Afro-Colombian, Raizal and Palenquera population that lives in the national territory, and specifically in the department of Córdoba, is shown to determine the need for public policies towards these communities that guarantee the effective enjoyment of their rights.
