It is at this moment when it reaches its greatest importance, configuring a situation that would change with minimal expressions towards the decade of the nineties (Moncayo, 2004), from the hegemony of neoliberalism and promotion without limits of globalization. Between the 1960s and 1970s, the Latin American and Caribbean region experienced the acceleration of the processes of structural transformation of the economy and society, what which manifested itself in urban dynamics and field-city migrations, processes which stimulated significant growth of the main metropolises of the continent, such as Mexico, Sao Paulo, Rio de Janeiro or Buenos Aires (Máttar and Riffo, 2015). From this dynamism began to increase the gaps of economic development and social between the different regions, marking spatial organization patterns unbalanced within Latin American countries, a situation that was sponsored by a protective State, which promoted a policy of creating growth or development poles based on the postulates of François Perroux. Thus, the concept of economic region is presented as a field of forces where producers and consumers operate, which relate to each other through flows of people and merchandise (Merchand, 2007).
